Virginia Leaders Visit Afterschool Program to Witness Impact of Historic Investment in OST

Earlier this week Virginia Senator Ghazala Hashmi, Delegate Mike Jones, and Richmond Mayor Levar Stoney to were welcomed River City Middle School Afterschool Program, a NEXT Up program implemented in partnership with the Boys & Girls Club of Greater Richmond. Their visit highlighted the success of the historic investment in out-of-school time (OST) programs in Virginia.

In 2022, thanks to the advocacy efforts of VPOST and with the support of these leaders, $4 million of Virginia's American Rescue Plan (ARP) dollars were directed to 21st Century Community Learning Centers (Title IV, Part B) programs—the first time in history that Virginia allocated state funds, as normal 21st CCLC funding comes from the federal government. The 21st CCLC program supports the creation of opportunities for academic enrichment during non-school hours for children, particularly students who attend high-poverty and low-performing schools. The program helps students meet state and local standards in core academic subjects, such as reading and mathematics; offers students enrichment activities that complement regular academic programs; and offers literacy and other educational services to the families of participating children.

During their visit, the officials witnessed firsthand the enriching activities made possible by this investment. Highlights included a vibrant cheer performance, an engaging LEGO club session, and students using drones to explore sports journalism.


Looking ahead, we're excited about the continued impact of Virginia OST funding. This year, we successfully advocated for the ARP dollars to be replaced with $5 million in dedicated state funds for the 2024 and 2025 budgets, ensuring these critical programs can keep growing and serving our youth.
