Several SBIR STTR programs, very notably the NSF SBIR and STTR programs, have put strict limitations on the number of Phase II Awards a single company / PI can receive. The official word is two phase II's, but some companies are seeing a strong bias in the review process against companies that have even one Phase II (unless it has made the government a LOT of revenue and even then it is uncertain).
But the reality is that to develop a portfolio of successful technologies will require multiple awards.
I recommend that companies develop a pipeline of proposals and awards from multiple agencies. Agencies can have surprisingly diverse interests that may provide great opportunities for savvy companies.

The Environmental Protection Agency (EPA) has released the 2019-2020 SBIR Open Solicitation with applications due on July 31, 2019, 10:00 AM MT.

Topics begin on page 7 and include topic areas addressing: clean and safe water, air quality, land, homeland security, sustainable materials
management and safer chemicals.
