Here is an important DoD announcement:

"The DoD 23.4 Annual SBIR BAA has been amended to incorporate MANDATORY programmatic changes as required by the SBIR and STTR Extension Act of 2022 (Pub. L. 117-183).

Each proposing small business concern is required to complete the Disclosures of Foreign Affiliations or Relationships to Foreign Countries form and upload the completed form to the corresponding category in Volume 5, Supporting Documents. This is applicable to ALL proposal submissions, including Phase II proposals and proposals submitted to CSOs. Proposals that do not include the completed Disclosures of Foreign Affiliations or Relationships to Foreign Countries form in Volume 5 WILL BE DEEMED NONCOMPLIANT and WILL NOT RECEIVE AN EVALUATION."
