At this point, the attached report shows 102 House bills have been filed and the danger is that the bills are being filed so fast that the legislative tracking service we use cannot keep up with that is being posted on the State's website for public viewing and likely the state's website may be falling behind on what is actually filed with the clerk's office.
This volume of bills that are being filed makes clear that this is not a "special session" since the special session lacks both an "extraordinary occasion" as well as a lack of a "specific purpose" in the proclamation. Indeed, the issue of "public safety" is a topic that arises in practically if not all regular legislative sessions. Nothing about the proclamation identifies an "extraordinary" occasion that warrants this special session as opposed to waiting 4 to 5 more months for regular session.
