Legislative Bill Report

These are the bills that we have identified so far as having been filed in the 2016 half of session.


In reviewing this list, keep a few basic points in mind:

1) The objective is civilian constitutional carry.

2) Bills which seek to grant special classes, privileges, or exceptions to other citizens based on their "job" or prior positions do not treat all citizens equally. Therefore, bills which seem to eliminate fees for only some individuals and bills which seek to give other citizens shortcuts under existing statutes do not treat all citizens equally.  That might first "seem" like a good idea but it can shift the cost and expense burden to others.  Typically TFA recommends opposition to the "divide and conquer" approach of dealing with fundamental constitutional rights.

3) Any bill which increases a criminal penalty to a felony or to a higher grade felony has fiscal impact and makes it unlikely that the individual may ever regain "legal" access to firearms.  It will not stop them from having and getting firearms as a practical matter.

4) SB1483 is, in addition to Senator Beavers' bill that carries over from 2015, a civilian constitutional carry bill that you should carefully review.
