Good news, events and policy updates from Staf
Dear Friend,

It’s been such an eventful month here at Staf I don’t quite know where to begin.

We are thrilled to have been selected for not one, but two of Life Changes Trust’s legacy projects. The first is the responsibility to host the Online Learning Channel which will be home to the legacy of learning accumulated by the Trust over the last 9 years. We are currently in the process of recruiting a Learning, Evidence and Impact Lead to take on this task, and will be establishing an advisory group with young people with lived experience/Care leavers and can’t wait to see where this exciting project leads us.

Secondly this month we were also able to share the news that we are to be the lead host of the National Leadership Network, hosting alongside CYCJ, Columba1400, Resilience Learning Partnership and WhoCares? Scotland to ensure that the network is supported to reach across Scotland and provide personal and professional leadership opportunities for young people who are care experienced. These are early days for all of us but we are delighted to be involved and look forward to seeing where this takes us as an organisation and the opportunities we can offer to our members and young people. The Life Changes Trust were also providers of our Young Funder’s Grant which was co-produced by care leavers and our team here. I’d like to thank everyone involved for all their hard work from designing the fund to administering it. There were hundreds of applicants, who we have all now been in touch with. We will be following up soon with our evaluation and calls to action.

In other exciting news we are delighted that we have secured funding to ensure the vital work of Youth Justice Voices continues for the next 3 years, thanks to funding from the National Lottery Community Fund and the Promise Partnership Good Childhood Fund, the latter of which has enabled us to recruit a new Youth Justice Participation Worker to support Ruth and Kev. More details can be found here. This new funding will ensure we and our partners at CYCJ can continue to amplify the voices of those with care and justice experience in creative and impactful ways.

This #CareDay22 we reflected on the theme of ‘It takes a village to raise a child’. As board member Rosie Moore succinctly stated in her podcast, there are many parts of the village puzzle and we, and other organisations that support care leavers are small but important parts that wrap around a young person to ensure they feel loved and supported and able to thrive. Rosie was also sharing her experience as a board member as we look to recruit a new member with care experience. Our Care Day celebrations also marked the end of Project Return, our trauma and relationship informed project for care experienced young people and the workforce. The Catalysts, as the steering group became known, truly were the agents of change and you can see their achievements in our short video. We have chosen, for now, to pause any further work on developing Project Return as are currently undertaking an internal systemic review, thanks to funding from the Promise Partnership, of our organisational approach to trauma-informed principles in practice and it makes sense to complete this period of organisational reflection first. We are keen to engage with our members about their experience of Staf as part of this review and invite you to our Staf’s Trauma Informed Promise Feedback and Info session on Wednesday 30th March.

As you may know we have recently been recruiting for a new role in Staf, our Throughcare and Aftercare Workforce Lead and we are delighted to announce that Chris Walsh will be welcomed into the Staf family at the end of March. Joining us from Stirling Council, Chris will bring his many years of workforce experience to our team and will be pivotal in supporting our members navigate the policy and practice changes ahead and ensuring they are listened to and their voices are represented.

Finally, in case you missed it, on the 16th February the Welsh National Government announced a Basic Income pilot for care leavers. Staf, Aberlour and WhoCares?Scotland have been engaging with Care Leavers on a similar pilot concept for some time and are driving forward, with the support of RSA, to trial something co-designed with Care Leavers in Scotland. I’m sure many of you will be questioning how and perhaps why this has come about in Wales. You can find out for yourself at our Staf Summit when we hear from many involved in our work, but also importantly, we can learn from the Welsh Government’s Policy Team who will be sharing their process and answering questions in our afternoon session. There’s still time to book. We hope to see you there!

Youth Justice Voices 
We're delighted to announce that, thanks to funding from National Lottery Community Fund and the Promise Partnership Good Childhood Fund, we are able to continue the work of Youth Just Us for another 3 years. You can read the full release here. Planning and ideas around expanding the project across Scotland are underway. 

In other news...
• Youth Just Us met with Gael Cochrane from Community Justice Scotland to review and share their views on MVP training.

• They have also been working on creating a brand new video about the project as well as a creative photography project on rights – watch this space.

• Helped influence Dr Claire Lightowler’s right’s respecting lecture and produced a response to the Kilbrandon lecture. You can view the lecture here or read our response in our blog. 

• Inside Out, the youth-led steering group for experienced young people in HMP Young Offenders Institutions produced a respond to the SG Bail, Remand and Release Consultation. 

• They co-presented with Donna at CYCJ to the John Smith Foundation Juvenile Justice Working Group

• At our next Participation Practitioners' Forum we will welcome John Morrison from Napier University as he shares his work on Verbatim Storytelling: Co-constructing playful ways of listening, knowing, and understanding care identity. Book your free place here.

Project Return 
This #CareDay we celebrated the brilliance that was Project Return with our video. After 3 years the funding for the project has come to an end but we know that the lessons we have all learned from the care experienced steering group will last a life time. Thank you to everyone who has supported us along the way and especially to the The Catalysts. Continue to be the agents of change that you are.

The Real Toolkit

The funding for The REAL Toolkit as seen here is also coming to an end and we are incredibly grateful for all the support provided by Esmée Fairbarn Foundation.

We are currently working on some exciting new opportunities for young people with care experience and the workforce focusing which we will be announcing soon!

National Leadership Network
Last week we were finally able to share the news that Staf has been chosen as the lead host for the Life Changes Trust legacy project, the National Leadership Network. Working alongside our partners at CYCJ, Who Cares? Scotland, Columba 1400 and Resilience Learning Partnership, we will be supporting the NLN's work to explore all aspects of leadership and empower young people with care experience to thrive.

Staf Policy and Practice

Basic Income for Care Leavers  - Will Scotland follow suit? 
As you may have read, the Welsh Government have announced a basic income pilot of £1600 per month for care leavers aged 18 - 20 years, the highest amount offered anywhere in the world. This is a great achievement and something we, and our partners at Aberlour, Who Cares? Scotland, CELCIS and The RSA, alongside care leavers, have been championing for Scotland, although on slightly different terms.

Last week the First Minister announces she would “be looking carefully at what the Welsh Government has set out and is doing.” which is encouraging.

Caring For Our Children: Corporate Parenting Update  
The Scottish Government has shared their latest report on corporate parenting in Scotland, with a look back on the last 3 years on how they have delivered on their duties to support young people with care experience alongside recommendations on what corporate parents should be doing next, with a specific focus on participation with young people and collaboration with other organisations highlighted as vital to successful delivery.
State of the Nation's Foster Care 2021: Fostering Network Report  
The Fostering Network have published their first thematic  #FosterCarerStatus report which reveals inadequate levels of respect and support for the foster families surveyed. Click below to read all reports released to date. 
Young Funder's Grant - Update and Useful Links 
Thank you to everyone who supported a young person to complete the Young Funder's Grant application. We were inundated with forms and our team of young people with care experience are currently contacting all those who have applied. 

Unfortunately, given the sheer volume of applications we have not been able to fund them all, however we have highlighted additional funding pools available to young people which may help. 
 


Staf Membership Survey 
We've extended our deadline for our membership survey. We know that the frequency of such asks are on the increase but we hope you can spare no more than 10 minutes to complete it. It's vital that we listen to what our members are telling us to ensure we are offering the best service we can and therefore doing the best by the young people we all support. Staf Summit 2022 
Wednesday 9th March 2022 
Don't miss your change to join us at this year's Staf Summit 2022 which will be looking at securing the financial wellbeing of care leavers. We know that young people leaving care can often be moving from care to poverty. With the cost of living crisis unfolding there has never been a more important time to address the longstanding financial inequalities faced by care leavers. At our Summit we hope to inform you of what's working and available now and what we could do to break that pattern.

Local Authority Manager's Forum

Our Local Authority Manager's Forum has been created exclusively for local authority members to give you space to discuss the issues that matter to you, given your unique statutory responsibility in delivering service for care leavers.

Care Leavers Into Employment Focus Group
Thursday 24th March, 10am - 12pm (Teams)
Our Care Leavers into Employment focus group tackles the issues faced by young people in both accessing and sustaining employment. This group brings together workers from across the public and third sector to discuss and dissect current practice issues.

Participation Practitioners' Forum
Thursday 31st March, 10am - 12pm (Zoom)
The participation practitioners' forum is a free monthly event for participation workers supporting young people with care and justice experience to connect with, and learn from, each other: sharing successes, reflecting on challenges, and championing examples of best practice in an informal setting.

At our next meeting we will be joined by John Morrison from Napier University who will talk about his research and work with Articulate and The Verbatim Formula.

Title: Verbatim Storytelling: Co-constructing playful ways of listening, knowing, and understanding care identity

The session will cover:
  • Insights from collaborations with the Verbatim Formula in London and Edinburgh.
  • The way the experience informed creative digital storytelling projects that aim to address challenges of participation and representation of care experience individuals through a celebration of their creativity.
  • Practical tips on how to utilise the process for your trauma-informed practice.
  • Opportunities to share different creative mediums and practice ideas.
Implications of Continuing Care Focus Group
Tuesday 19th April 10am - 12pm (Teams)
Meeting since 2014, the Implications of Continuing Care focus group offers a safe place to discuss issues and practice arising from Part 11 of the Children and Young People (Scotland) Act 2014. The recent work of this group has discussed commissioning placements, fostering fees and payments and shared good practice from across Scotland. 

Supported Lodgings, Supported Carers Focus Group
Tuesday 26th April 10am - 12pm (Teams)
The Supported Lodgings, Supported Carers focus group provides a supportive forum to share good practice, local and national developments, and discuss issues around Care Inspectorate inspections.
Member of the Month: Who Cares? Scotland 
Who Cares? Scotland is a national voluntary organisation, working
with care experienced young people and care leavers across Scotland to have their voice heard. The recent Tending the Light: The Festival of Care by the #ShetlandCrew is a brilliant example of the work being carried out by the organisation, uniting care experienced people from across Scotland. Who Cares? Scotland also run a free helpline for care experienced people offering advice and support in a confidential and supportive manner.  The line us open 12pm - 4pm, Mon - Fri and can be reached on 0330 107 7540 or emailing help@whocaresscotland.org.
