Dear Friend,

Change is certainly in the air as Scotland continues to open up from the last 18 months of restrictions and lockdowns and l hope that you have all managed or will manage to have a break with friends and family over the summer.

As we all enter Level 0, in person meetings and events have become a reality for the young people we work with, making a huge difference to those all-important relationships, it has been great to re-connect in person with the young people who have all contributed so much to our work virtually.

Relationships are also at the forefront of #GetIntoSummer Staf Summer Sessions in association with Scottish Forestry Commission, which are taking place, in person, throughout August and September at a location near you. There’s still time to sign up, I am looking forward to seeing many of you and your young people at one of these events. You can find out more and sign up on our booking page.

We have also seen movement on the policy front with publication of The Promise Change Programme at the end of June, detailing the next steps on what we all need to do to #KeepThePromise. We’ve distilled the key elements relating to Throughcare and Aftercare for both care leavers and the workforce in our recent blogs.

This week we have also celebrated the changes to laws which give greater rights to siblings in care which has implications for Local Authorities and Children’s Hearing Scotland. It’s really exciting and encouraging to see pledges from The Promise starting to be enacted. Have a read of Clan Childlaw’s excellent article on what this means in practice.

As young people prepare to start or return to University or College, we are buoyed to read the first available stats on the Care Leaver Bursary uptake. This vital piece of funding has made a huge difference to young people’s ability to access and sustain further education although the report also makes clear that further work is needed to ensure they are accessing the additional support available. You can join us in September for a round table event with the SAAS to discuss the bursary and their new Corporate Parenting plan. In September we are also participating in EuSARF 2021, which this year is on The Perspective of the Child. We have submitted information regarding Shannon’s Box, the award-nominated welcome box designed for those entering care by care leaver Shannon Brown. The boxes are available to all local authorities so do get in touch if you’d like to know more.

Finally we are very excited to announce that The Real Toolkit, the online resource coproduced for and by care leavers and the workforce will be officially launched in September. Youth Justice Voices

It’s been another busy month for Youth Justice Voices. 

With restrictions easing we’ve been making the most of this lovely weather and having more face to face meet ups with Youth Just Us members. We had a socially distanced picnic and a whiz on the Go-Karts at Glasgow Green. We have also had some 1-to-1 catch ups exploring the streets of New York (well, Glasgow) which were transformed into NYC for the new India Jones film and we have a game of bowling coming up soon. 

As well as having lots of fun we have been busy preparing workshops for a new project we have in the pipeline with Police Scotland – watch this space. 

As always Youth Just Us remains open to new members. If you’re aged 16-25 with experience of the care and justice systems in Scotland and want to help influence change then why not get in touch with ruth@staf.scot for more info. Location shouldn’t be a barrier as you can join us on Zoom.

Out with Youth Just Us, plans are underway to re-establish our youth-led steering group for care-experienced young people within HMPYOI Polmont. We look forward to return to face to face work in partnership with Barnardo’s in mid-August. Dale, Marie and Jason are also making great progress co-producing child friendly guidance on the Whole Systems Approach. They are continuing to facilitate workshops with young people to ensure that the guidance is accessible and reflects what children and young people want to know.


Project Return 
 
We have a really exciting event coming up at Project Return, which we'd love you to be a part of: 

Project Return Summer Sessions - Project Return and Staf have partnered up with the Scottish Forestry Commission to host outdoor activity days for care-experienced young people throughout the summer. These will be held across Scotland and aim to be a fun and informative day for all who attend. The Promise Change Programme One: What it means for Care Leavers and the Workforce
The Promise have released Change Programme One which details their findings to date about what work has happened and still needs to happen to meet the priorities outlined in their Plan 21 - 24. We have pulled out the content related to care leavers and the workforce in our latest blogs on #Keeping the Promise. 



Success for Siblings as New Laws Come Into Force 

New laws have come into force protecting and strengthening the rights of brothers and sisters in Scotland, with siblings not just being classified as blood relatives but those they consider to be a sibling. Key elements with regards to care experience young people: Local Authorities must place siblings in care together (where it is safe to do so), ensure siblings views are considered before decisions are made and encourage relationships through regular meet ups. Children's Hearings must consider sibling relationships when making decisions and allow brothers and sisters to participate in any hearing. Universal Credit: United Call to Retain £20 Uplift  
As you may recall Staf, along with many of our members wrote to the DWP to ask for the £20 Universal Credit Uplift to be retained. Unfortunately the UK Government have announced it will be coming to an end in September, leading to large numbers of families and young people facing real poverty. A small glimmer of hope has however appeared with the governments of the four nations coming together to ask for a rethink. We watch with interest and hope. 

Care Leaver Bursary Uptake
For the first time, the data on the uptake of the Care Leavers Bursary have been released by SAAS. The results are very promising with large numbers having taken up the funding, making differences to the number of care leavers being able to complete their studies. The data also revealed however there is still work to be done, especially with regards to disclosure of care experienced status with the Further and Higher Education establishments meaning other forms of support are not being offered.

Scottish Social Housing Charter Review closes 9 Sep 2021
The Scottish Government are seeking views on the Scottish Social Housing Charter which sets the outcomes and standards that all social landlords should be achieving for their tenants and other customers through their housing activities. 
Staf Events
Staf runs a range of events including focus groups, webinars and conferences for you to learn from and give you an opportunity to connect with your peers and young care leavers.
Participation Practitioner's Forum
Thursday 29th July, 10am - 11.30pm (Zoom)
The participation practitioners' forum is a free monthly event for participation workers supporting young people with care and justice experience to connect with, and learn from, each other: sharing successes, reflecting on challenges, and championing examples of best practice in an informal setting.

In addition to updates on best practice and sharing of work being carried out, this month we will also be discussing how to effectively reward young people for participating, with insights from members of Youth Just Us. 


Implications of Continuing Care Focus Group
Tuesday 24th August 10am - 11.30am (Microsoft Teams)
Meeting since 2014, the Implications of Continuing Care focus group offers a safe place to discuss issues and practice arising from Part 11 of the Children and Young People (Scotland) Act 2014. 

At this month's session we will be discussing the transition out of Continuing Care Placements alongside best practice and sharing of any successes or concerns.

Local Authority Manager's Forum
Tuesday 31st August, 10am - 11.30am (Microsoft Teams)
This event has been created exclusively for local authority members to give you space to discuss the issues that matter to you, given your unique statutory responsibility in delivering service for care leavers. Our Local Authority Forums this year will all have a focus on Aftercare. 

We are delighted to be welcoming 
Sue Hammersley of the National House Project and David Hannigan, Team Leader, Care Leaver Support at The Scottish Government who will both provide updates on their work.

Brew and a Blether: Carers 
Tuesday 14th September, 11.30am - 12.30pm (Microsoft Teams)
This free informal event has been created exclusively for Supported Carers/Supported Lodgings, foster carers, particularly those supporting young people in Continuing Care placements, and supported carers for care leavers.

Join us as we get together for a virtual cuppa to share experiences of being a carer for young people in transition. This meeting will give you an opportunity to meet up with other carers and hear how things are going for them, talk about the issues that you are facing as well as being a supportive force for carers like you.


Member of the Month: Carolina House Trust
Carolina House Trust provide fostering, continuing care, residential care and a supported lodgings service. Thestrive to ensure the views of Care Experienced Young People (CEYP) are heard by hosting the Life Changes Trust-funded team who work on a number of projects including leading the Dundee Champions Board; support the Young Person’s Participation Group and 4Change (a group for care leavers aged 16+); interact with the monthly Drop-In, run in partnership with Dundee City’s Throughcare Aftercare Team; promote and establish school-based Champions Board and facilitate local and national representation of care experienced people. All of this ensures young people are at the centre of local and national policy decisions that determine outcomes in their lives and influence their aspirations.
