ျမန္မာဘာသာျပန္မူမိတ္ဆက္
Transnational Institute သည္ စစ္ပြဲမွသည္ ၿငိမ္းခ်မ္းေရးဆီသို႔ ဦးတည္လာသည့္ ကယား (ကရင္နီ)ျပည္နယ္- လမ္းဆံုလမ္းခြေရာက္ေနသည့္ ျမန္မာႏိုင္ငံတြင္း နယ္ေျမေဒသတစ္ခု ဟူသည့္ ေခါင္းစဥ္ျဖင့္ ကယားျပည္နယ္ႏွင့္ပတ္သက္သည့္ သုေတသနျပဳ ေလ့လာဆန္း စစ္ခ်က္ အစီရင္ခံစာတစ္ေစာင္ကို အဂၤလိပ္ဘာသာျဖင့္ ၂၀၁၈ ခုႏွစ္ ဇူလိုင္လ၌ ပံုႏွိပ္ထုတ္ ေဝခဲ့သည္။ အစိုးမရသည့္ အကူးအေျပာင္းကာလအတြင္း ေျပာင္းလဲလာခဲ့သည့္ ေဒသ တြင္း လူမႈ-ႏိုင္ငံေရးအခင္းအက်င္းကို ေလ့လာသံုးသပ္ရန္ ရည္ရြယ္ခဲ့ျခင္းျဖစ္သည္။ ေနာက္ခံသမိုင္းေၾကာင္းျဖင့္စတင္ကာ စစ္အစိုးရမွသည္ အရပ္သားတစ္ပိုင္းစစ္အစိုးရအ ျဖစ္သို႔ ကူးေျပာင္းရာ၌ ေပၚေပါက္လာသည့္ ႏိုင္ငံေရး၊ ဖြံ႔ၿဖိဳးတိုးတက္ေရး၊ ယဥ္ေက်းမႈႏွင့္ လူ႔ အခြင့္အေရးဆိုင္ရာအေရြ႕မ်ားအပါအဝင္ အရပ္ဖက္လူ႔အဖြဲ႔အစည္းမ်ားႏွင့္ လူထုအသိုက္ အဝန္းမ်ားအၾကား ႀကံဳေတြ႔လာရသည့္ စိန္ေခၚမႈမ်ားကို အထူးတလည္ အသားေပး၍ သံုး သပ္တင္ျပထားျခင္းျဖစ္သည္။ ေရေျမခ်င္းဆက္စပ္လ်က္ရွိၿပီး ကယန္းလူထုအမ်ားအျပား မွီတင္းေနထိုင္လ်က္ရွိသည့္ ရွမ္းျပည္နယ္ေတာင္ပိုင္းေဒသ ဖယ္ခံုႏွင့္ မိုးၿဗဲၿမိဳ႕နယ္မ်ားကိုပါ လႊမ္းျခံဳ၍ ေလ့လာဆန္းစစ္ထားျခင္းျဖစ္သည္။

ယခု ဘာသာျပန္စာတမ္းသစ္သည္ အထက္ပါ ၂၀၁၈ ခုႏွစ္ပံုႏွိပ္စာတမ္းတစ္ခုလံုး ကို ဘာသာျပန္ဆို၍ ျပန္လည္ထုတ္ေဝထားျခင္းျဖစ္ၿပီး မည္သည့္အေျပာင္းအလဲမွ် ျပဳလုပ္ ထားျခင္းမရွိေပ။ ၿပီးခဲ့သည့္ သံုးႏွစ္တာကာလအတြင္း ကိုဗစ္ ၁၉ ကူးစက္ပ်ံ႕ႏွံ႔လာျခင္း၊ ၂၀ ၂၀ ခုႏွစ္ အေထြေထြေရြးေကာက္ပြဲ၊ စစ္တပ္၏ ႏိုင္ငံေတာ္စီမံအုပ္ခ်ဳပ္ေရးေကာင္စီမွ ႏိုင္ငံ ေတာ္အာဏာသိမ္းယူမႈႏွင့္ ကရင္နီအမ်ိဳးသားတိုးတက္ေရးပါတီႏွင့္ခ်ဳပ္ဆိုထားသည့္ အပစ္ ခတ္ရပ္စဲေရး ပ်က္ျပယ္သြားျခင္းကဲ့သို႔ေသာ သမိုင္းတစ္ဆစ္ခ်ိဳး အလွည့္အေျပာင္းျဖစ္ေစ မည့္ ျဖစ္ရပ္ေပါင္းမ်ားစြာ ေပၚေပါက္လာခဲ့သည္။ အထူးသျဖင့္ ၂၀၂၁ ခုႏွစ္သည္ အႀကီး က်ယ္ဆံုးေသာ လူထုအံုၾကြမႈ၊ စိတ္ႏွလံုးေၾကကြဲဖြယ္ရာ ေသေက်ပ်က္စီးမႈမ်ား၊ ႏိုင္ငံေရး တစ္ပိုင္းေသမႈ၊ အရပ္သားမ်ားေနရပ္စြန္႔ခြာ စစ္ေဘးတိမ္းေရွာင္ရမႈလိႈင္းလံုးသစ္ႏွင့္ စီးပြား ေရးႏွင့္ အုပ္ခ်ဳပ္ေရးယႏၱရားမ်ား ၿပိဳလွဲပ်က္စီးမႈတို႔ကို မ်က္ဝါးထင္ထင္ျမင္ေတြ႔ခဲ့ရသည့္ ႏွစ္ တစ္ႏွစ္ျဖစ္ေနခဲ့သည္။ ကရင္နီလူထုတစ္ရပ္လံုး အႀကီးအက်ယ္အထိနာခဲ့ရသည္။ ၂၀၂၂ ခုႏွစ္တြင္လည္း ႏိုင္ငံေရးႏွင့္ လူသားခ်င္းစာနာေထာက္ထားေရး အက်ပ္အတည္းမ်ား ဆက္လက္ျဖစ္ပြားေနဦးမည့္ပံုေပၚလ်က္ရွိသည္။
သို႔ျဖစ္၍ ယခုဗမာဘာသာျပန္စာတမ္းသည္ အမ်ိဳးသားႏိုင္ငံေရးဇာတ္ခံုတြင္း ေမွ်ာ္လင့္ခ်က္ ႏွွင့္ ေမွ်ာ္လင့္ခ်က္ကင္းမဲ့မႈ ႏွစ္ခုစလံုးေရာႁပြမ္းေနသည့္ အေရးႀကီးအခါသမယမ်ိဳး၌ ကရင္နီ လူထုမ်ား ရင္ဆိုင္ႀကံဳေတြ႔ေနရသည့္ စိန္ေခၚမႈမ်ား၊ လိုအပ္ခ်က္မ်ားႏွင့္ စိတ္ကူးေမွ်ာ္မွန္း ခ်က္မ်ားအတြက္ အေရးႀကီးသည့္ သမိုင္းမွတ္တမ္းတစ္ခုအျဖစ္ မွတ္ေက်ာက္တင္ထား ျခင္းျဖစ္သည္။ ကယားျပည္နယ္ႏွင့္ ပတ္သက္သည့္ သမိုင္းမွတ္တမ္းမွတ္ရာမ်ား ထုတ္ျပန္ ထားရွိမႈ နည္းပါးလွသည္မွန္ေသာ္လည္း ဤအစီရင္ခံစာ၌ ပါဝင္ေဆြးေႏြးတင္ျပထားၾကသူ မ်ား၏ အသံမ်ားက ပိုမိုေကာင္းမြန္သည့္ အနာဂတ္တစ္ခုကို ေမွ်ာ္မွန္းထားၾကသည့္ ၎ တို႔၏ စိတ္ကူးအိပ္မက္မ်ားကို ကြက္ကြက္ကြင္းကြင္း မီးေမာင္းထိုးျပလ်က္ရွိသည္။ တရား ဝင္ ဘာသာျပန္စာတမ္းသည္ ေနာင္မ်ိဳးဆက္မ်ား ေလ့လာသုေတသနျပဳရမည့္ စာတမ္း တစ္ေစာင္အျဖစ္ အလုပ္အေကၽြးျပဳရံုမွ်မက လူတိုင္းကိုလႊမ္းျခံဳအက်ိဳးျပဳမည့္ ၿငိမ္းခ်မ္းေရး၊ တရားမွ်တေရးႏွင့္ ပဋိပကၡဖ်န္ေျဖေရးတို႔ကို ေအာင္ျမင္ၿပီးေျမာက္ေစမည့္ စၾကၤန္တစ္ရပ္ကို ပါ ေထာက္ပ့ံေပးႏိုင္လိမ့္မည္ဟု ယံုၾကည္ေမွ်ာ္လင့္ပါသည္။ ၂၀၂၁ ခုႏွစ္သာ တိုင္သြားခဲ့ ေသာ္လည္း ကရင္နီလူထုလူတန္းစားမ်ားသည္ ေရရာေသခ်ာမႈအလ်ဥ္းမရွိသည့္ လမ္းဆံု လမ္းခြ၌ တစ္ဆို႔ေနၾကဆဲျဖစ္သည္။

From War to Peace in Kayah (Karenni) State
A Land at the Crossroads in Myanmar
Foreword to Burmese Translation
In July 2018, the Transnational Institute published in English a research study on Kayah State, entitled From War to Peace in Kayah (Karenni) State: A Land at the Crossroads in Myanmar. The objective was to look at the changing socio-political landscape of the territory during a time of uncertain change. Beginning with a background history, there was especial focus on politics, civil society, development, culture, human rights and community challenges in the light of transition from a military to quasi-civilian system of government. The study also included Pekon and Moebye townships in adjoining Shan State where many Kayan people live.
This new translation reproduces the 2018 publication in its entirety. No changes have been made. During the past three years, there has been a series of potentially epoch-shaping events, including the outbreak of Covid-19, the 2020 general election, the taking of power by the military State Administration Council, and the breakdown of the ceasefire with the Karenni National Progressive Party. 2021, especially, has been a year of great turbulence, witnessing tragic loss of life, political paralysis, a new cycle of civilian displacement and the collapse of the economy and many structures of administration. The Karenni people have experienced great suffering, and the political and humanitarian crises look set to continue.
The Burmese edition therefore preserves an important record of the challenges, needs and aspirations of the Karenni people at a critical time of both hope and despair in national politics. Published histories on Kayah State are few, but the voices of the people in this report speak clearly about their visions for a better future. It is to be hoped that the official translation will not only serve as a research resource for next generations but also help provide a platform for achieving peace, justice and conflict resolution that reach to all peoples. In 2022, the Karenni people remain at a very precarious crossroads.
