In the upper-right-hand corner, the graphic shows the number 1440. Muslims around the world recognize September 11, 2018 as the official first day of the year 1440 (according to the Islamic lunar calendar).
Also in the upper right-hand corner, the calligraphy refers to Rabi' al-Awwal, which is the third month in the Islamic lunar calendar. During this month, many Muslims celebrate the birthday of the prophet Muhammad. As there is no consensus on the actual birth date, observance typically begins on the first day of the third month. On our standard Gregorian calendar, that date would be November 20th, 2018.
Translated into English, the main Arabic statement on the poster reads as follows:
For you, monotheist
You who believed in Allah and his messenger, did the duties and approached with the Nawafl and acts of worship. O Muslim who strives to please his Lord. O you who failed while you were looking for a way to the Land of Jihad. O you who crave a Paradise the width with of the heaven and the Earth. To you, monotheist in everywhere. You live among them and you see their doings and their crimes against Islam and Muslims.
You see how much billions they have spent to avert [people] from the way of Allah, and you see how they travel thousands of miles to fight your monotheistic brothers.
What do you wait for?
Trust and rely of Allah O soldier of Khalifate. Devote your intention for god and request martyrdom from him the supreme deity, as He is generous and does not return any of his worshipers emptyhanded.
Prepare your weapon, pick the suitable timing and place and kill them in their own homeland. Do not consult anyone, and let the saying of Your God exalted be He, be enough for you

Additional Notes:
1.) Muslims believe in a singular God. Thus the phrase "monotheist."
Christians believe in a triune God (one God in three persons - Father, Son, Holy Spirit). Thus, Christians are referred to as polytheists.
Muslims believe polytheists are idolaters and should be put to death. Numerous Koranic verses specifically call for this action.
2.) Just as the Bible has multiple translations and renderings (King James, ESV, NASB, etc..), so too does the Koran. As such, some translations of Koranic passages use the term "God" while others use the term "Allah."
