The image below appears to be dual purpose:
1.) A tribute to Abu-Muhammad al-Adnani, the former official spokesman, chief of external operations, and second most senior leader of the Islamic State after Abu Bakr al-Baghdadi.
2.) The highlighting of a follower of the Islamic State responding Adnani's previous calls for attacks in the west. The scene at the top of the image is from the last week's attack in Melbourne, Australia.
The Arabic text appears to be a quote from a 2014 Adnani speech and reads as follows:
Abu-Muhammad al-Adnani -oh God accept him-
“Oh you monotheist, If you were not able to do it with an explosive charge or a bullet, then get the American or the French disbeliever alone and knock his head with a stone, or cutoff his throat with a knife, or smash him with your car, or throw him off a high rise building or mute his breaths or put him a poison. Don’t get weaken or afraid and let your motto be I shall not survive if the believer of the cross, the supporter of the Infidelity survived
If you were unable, burn his house, his car or his merchandise or ruin his crops. If you were unable, spit in his face, and if your soul refused that while your brothers are bombed, killed and their blood and money are being defied everywhere. Then you have to review your religion because you are in a great danger; because the religion does not stand without loyalty and disavowal"
