FBI: Pitts, a U.S. citizen, expressed his intent to conduct U.S.-based attacks and his allegiance to Al-Qaeda. Moved to Cleveland in May and scouted multiple sites. Intended to strike Cleveland 7/4 parade using VBIED (vehicle-borne improvised explosive device). Arrested on 7/1 after revealing plans to undercover FBI agent.
