BACKGROUND


Approximately 40,000 dockworkers at 14 East Coast and Gulf Coast ports, from Boston to Houston, will go on strike beginning October 1 at 12:00am. Their union, the Int'l Longshoremen's Association (ILA), has been in contract talks for months with the United States Maritime Alliance (USMA), which represents ocean carriers and port operators. Dockworkers at West Coast ports are represented by a different union and are under a different contract.


Ports impacted include Boston, New York/New Jersey, Philadelphia, Baltimore, Norfolk, Wilmington, Charleston, Savannah, Jacksonville, Miami, Tampa, Mobile, New Orleans and Houston.


Anticipated impacts include:


  • A complete shutdown of loading, unloading, and container handling.

  • Significant delays at East Coast and Gulf Coast entry points.

  • Major disruptions to cargo already inbound to affected ports.

  • Carriers rerouting vessels to avoid affected ports.

  • Longer cargo transit times and additional costs and container fees.

  • Railways may stop taking freight bound for affected ports out of concern railcars could sit for an extended period before being unloaded.

  • Cargo potentially stranded at the port, leading to higher charges.

  • Disruption and economic damage to international supply chains.


If a strike were deemed to endanger national security or safety, the President could, under the Taft-Hartley Act, seek a court order for an 80-day cooling-off period, effectively suspending the strike. Such a move is unlikely, at least not before the November 5th election.
