New Spotlight: Exploring the Diverse Landscape of Special Education in NYC
In New York City, more than 200,000 public school students are eligible for special education, as indicated by having an Individualized Education Program (IEP). In our new Spotlight post, we begin to explore the nuances of NYC’s special education landscape, including the percentage of students with IEPs in different parts of City and the prevalence of specific disability classifications. We find that:- IEP rates vary greatly by census tract. In some tracts, well over 25 percent of students are eligible for special education services.
- IEPs encompass a wide variety of specific disabilities.
- The likelihood of having an IEP—and the specific types of disabilities that students are classified with—vary substantially based on students’ race/ethnicity, gender, and socio-economic status.
