New Spotlight: Which Schools Are “Racially Representative?" It Depends on the Definition You Use.
Sixty-five years ago, in the landmark Brown v. Board of Education decision, the Supreme Court determined that segregated schools are inherently unequal. Despite this, schools in NYC (and across the country) have remained segregated by race and socioeconomic status. As part of a new series, Understanding and Addressing Segregation in NYC Schools, this Spotlight post examines the implications of different definitions of “racial representation” that have been proposed by district leaders and stakeholders.
Racially Representative Elementary and Middle Schools in NYC, Based on Three Different Definitions, 2017-2018
Our findings show that the proportion of schools that are “racially representative” varies dramatically, depending on which definition is used. In Brooklyn, for example, about 34 percent of elementary and middle schools are racially representative compared to their Community School District, but less than 1 percent are racially representative compared to borough-wide demographics. And while the Bronx is the most racially segregated borough, based on the very high percentage of Black and Latino students in many schools, it is the least segregated by other measures of racial representation that we looked at. The post provides more detail about these varying definitions and presents findings for the City as a whole as well as each of the five boroughs.
