Only three decades ago, the top priority for leaders of the New York City school system was clear: to cut the high school dropout rate. Since then, on-time graduation rates have increased dramatically, from 45 percent in 1987 to 70 percent in 2016, with dropout rates reaching historic lows. Much of the progress occurred over the last decade.
During this time, educational priorities and standards of success have changed almost as dramatically. The emphasis has decidedly shifted to graduating students who are college and career ready. Our new report provides an in-depth look at how rising high school graduation rates are playing out as students move into and through college. Looking at trends in college access, persistence, the “efficiency” of degree attainment, and equity, the report reveals important areas of progress—particularly large improvements in students’ access to college, across all student subgroups. But our findings also highlight persistent inequities for historically underrepresented populations, including Black and Latino students and students from the poorest neighborhoods. These findings have important implications for K-12 schools, local colleges, and community organizations working to promote college access and success.
