Who Should Merit From Merit?

A higher ed issue was recently brought up by a major newspaper, and we decided to expand on it. The article implied that the "wealthier" students who could more afford to pay for college than others should not receive any aid in the way of merit awards.

It raised the question: Should smart, more well-heeled students pass up the merit scholarships they earned so that other less financially comfortable students could benefit?
