...then it's not truly decentralized.  same thing with AtomicDEX.  it blocks USA.  why would i use that, even if i was from another country or have a VPN, when they clearly don't support the thing they are meant to.

You can program a smart contract, which "bans" people that you order it to do. So decentralization doesn't always also include censorship resistance.

...doesn't that mean ANYONE can make a smart contract?  that's still not centralized if it's an open system.  now if the devs do it, and enforce that system on everyone, then that's not decentralized.

smart contracts themselves are not one or the other, they are just a tool.  depends on how they are used. (...Like fire, or bullets)

and there's a difference between "censorship" and completely blocking access to a system for some entire populations.

What I want to say is that there are two sides of of censorship resistance. The protocol side and the programmer side.

Code like smart contracts executed on the blockchain protocol is censorship resistant.

But what you code into this contract  can be more censorship resistant or less.

So you could make a dapp with smart contracts which censor people. But you could also create one which doesn't.

Both dapps run on a decentralized system but as you see, that doesn't mean they are censorship resistent.
