Since the State Department declassified PDD25, the legal team has been going through it with a fine-toothed comb. We believe we can prove conclusively (and to no one's surprise) that Bill Clinton misrepresented the facts to Congress in 1993 and 1995, when he said he had the authority to place American troops under United Nations command and control. The Army either knew, or had a duty to know that to be the case. There were people in the Pentagon who had access to PDD25.
