Matthew Schoonover is a partner at Koprince Law LLC, a boutique law firm in Lawrence, Kansas, that works exclusively with federal government contractors.
As part of his practice, Matt counsels contractors on the unique issues they face working for the federal government. This representation includes in bid protests before the U.S. Government Accountability Office and the FAA's Office of Dispute Resolution for Acquisition, in agency-level claims, in appeals at the Armed Services Board of Contract Appeals, and in size or status protests at the U.S. Small Business Administration.
As we know the best ways or most effective ways to get into the government marketplace is through the power of teaming through Joint Ventures and All Small Mentor Protégé Programs.
In today’s episode we are hear from the very knowledgeable Matt as he breaks down these two very important and advantageous programs.
Matt states that the Mentor Protégé program for itself is, a business development opportunity program that is sponsored by the government and open to all small businesses of any socioeconomic designation, including 8(a). Under the program, a protégé with small business will identify areas of assistance that it needs to develop its business to enhance its capabilities and to make it more competitive. The Protégé will find and work with a Mentor ant his will certainly assist them in those opportunity areas. Mentor Protégé agreements will be developed and written to specifically identify a timetable under which the assistance will be provided and have benchmarks for success.
Matt defines a joint venture to basically be where two companies come together to form a third separate legal entity. And that third separate legal entity is basically going to bid on and if awarded perform a job. We also learn the good news that the old rule of combined sizes is no longer used. Matt tells us that each company has to individually be small, so they no longer combined their sizes together.
