Q2 Georgia CEO Confidence Survey Shows "Moderated Optimism"

Optimism has returned to “normal levels,” according to the second quarter edition of the Georgia CEO Business Confidence Survey. The first quarter results were record breaking, with business optimism fueled by a strong economy and the prospective impact of the Tax Cuts and Jobs Act, passed in December 2017.
Quarter 2 survey results remain optimistic, but declined 8 to 10 percent across most of the study metrics. Year over year comparisons with 2017 indicate steady confidence in all areas except hiring and employment. Business respondents are concerned about tight labor markets and the difficulty of finding skilled workers. There is also some increased concern about political conditions, particularly the prospects for a trade war ensuing from the administration’s hard-line approach and tariff proposals.

Babies in the Senate?

On April 18, the U.S. Senate unanimously approved a resolution that would allow senators to bring infant children to the floor during votes. Pre-empting previous rules, Senate Resolution 463 simply states “a Senator who has a son or daughter (as defined by FMLA) under 1 year of age may bring the son or daughter onto the floor of the Senate during votes.”

The measure was sponsored by Illinois Senator Tammy Duckworth, whose baby girl, Maile, was born April 9. Duckworth thanked her colleagues for “helping to bring the Senate into the 21st century by recognizing that sometimes new parents also have responsibilities at work . . . (and for) sending the important message that working parents everywhere deserve family-friendly workplace policies.”

Target Settles Class Action Discrimination Suit for $3.74 million

Target's recent settlement of a class action suit again calls into question the wisdom of requiring applicants to disclose their criminal history on an employment form. In April, the retailer settled a class action lawsuit filed in 2006 which alleged that Target’s use of criminal background checks essentially carried racial and ethnic disparities that exist in the criminal justice system into the employment process.

More than 41,000 African-American and Latino applicants were denied jobs based on Target’s criminal history screening process from May 2008 to December 2016 alone, according to information produced by the retailer.

Target revised hiring procedures in 2014, removing criminal history questions from job applications. The company continues to ask about previous convictions, but questions now come at final stages of the hiring process.
