Les forêts tropicales jouent un rôle
central dans la régulation du climat mondial, la préservation de la
biodiversité globale et pour les moyens de subsistance des populations
locales. Le bassin du Congo, en Afrique centrale, est la deuxième plus
grande région forestière tropicale contiguë du monde. Il abrite une
diversité d'espèces exceptionnelle et constitue la source de revenus de
millions de personnes. Son importance pour la stabilisation du climat
mondial peut difficilement être surestimée. Mais ces forêts sont
menacées.
Afin de lutter efficacement contre la
déforestation, le bassin du Congo doit bénéficier d'une attention et
d'une reconnaissance accrues lors des conférences de cette année sur le
climat et la biodiversité, ainsi que dans l'opinion publique. Dans le
même temps, il est important que les pays du Bassin du Congo créent les
conditions adéquates et améliorent encore la gouvernance forestière,
permettant ainsi la mise en œuvre de plus grandes parts des fonds
internationaux pour le climat et la biodiversité.
Le jour précédant le Symposium sur les
Forêts Tropicales à Berlin, le ministre Müller a invité ses collègues
ministres de la sous-région du Bassin du Congo à la "Journée des forêts
du Bassin du Congo" le 7 septembre, afin de discuter de la voie à suivre
pour les conférences importantes de cette année et pour les années à
venir.
Les États d'Afrique centrale, ainsi que
divers groupes représentés dans le Partenariat pour les forêts du Bassin
du Congo, ont élaboré conjointement une déclaration qui expose une
position commune du Bassin du Congo sur la protection et l'exploitation
durable de ses forêts. En représentant non seulement les points de vue
politiques, mais aussi les points de vue d'une grande variété de parties
prenantes, cette déclaration marque un important pas en avant. Le matin
de la Journée des forêts du Bassin du Congo, une cérémonie de signature
sera accueillie par le ministère fédéral allemand de la coopération
économique et du développement.
