In ancient China, where Feng Shui came to be, the emperor wasn't given symbolic power by inheritance alone. The emperor had to keep a good relationship with Heaven. If he didn't, he would be deposed.

Heaven had to bless the emperor in the 3 levels of reality. First, the emperor needed inspiration from Heaven, then he needed to motivate all the people around him (Humankind level), and then they all needed to take the right actions (Earth level) – in order to guarantee the success of the nation.

An essential part of this was to have good harvests. Twice a year, the emperor visited one sacred building to do rites to ask Heaven for good harvests.
