Here's the difference.
A Type I diabetic doesn't have a "sugar-taxi." They're missing insulin. When someone is diagnosed with Type 1 diabetes it means that their pancreas is no producing any insulin.
Insulin is the chief glucose transporting hormone. When glucose (sugar) rises in your blood, insulin acts as the taxi to shuttle it into muscle cells, where it is used as fuel.
