Subject: Safe Routes to School in District 10

Dear Neighbors,


Every child should be able to walk or bike safely to school. Over the years, I have worked with the City and facilitated partnerships with our school districts and CapMetro to identify and fund improvement projects at each District 10 elementary and middle school. Over the last year, through the Public Works Department’s Safe Routes to School (SRTS) program, we completed several projects and I am pleased to highlight these routes in this newsletter. 


In my first term, I allocated a significant portion of the District 10 Quarter Cent funding (money each Council office was allocated for use on mobility improvement projects) to support Safe Routes to School projects in the district. In doing so, I was able to leverage the Quarter Cent funding to further address safety and mobility needs around District 10 elementary and middle schools beyond what the bonds passed in 2016 and 2020 allow. While the main goal of the street improvements is to make it safer and easier for students to walk and bike to school, they benefit everyone who walks, bikes, or rolls in the neighborhood.


I am happy to report SRTS projects were completed at four District 10 schools in 2021. Bryker Woods Elementary saw the completion of a new sidewalk and new pedestrian crossing in the fall. Several projects at Casis Elementary were finished including upgraded and new pedestrian crossings, new curb extensions, and pedestrian crossing islands. Such improvements in these high traffic areas near our schools help ensure the safety of our children as they go to and from school each day. Additional projects also completed in 2021, in partnership with Austin ISD, include the new shared use paths at both Doss Elementary and Murchison Middle School, and upgraded curb ramps by Murchison. 


Here are more details and some photos of the completed District 10 projects in 2021:


Bryker Woods Elementary School – Completed October 2021

  • New sidewalk on the North side of W. 33rd Street from Churchill Drive to Bryker Drive.

  • New pedestrian crossing island at Jefferson Street and W. 33rd Street.

Casis Elementary School – Completed October 2021

  • Upgraded previous flex-post pedestrian crossing island to concrete on Exposition Boulevard across from school driveway.

  • New curb extensions and pedestrian crossing island at Hillview Road and the school staircase.

  • New pedestrian crossing islands at Westover Road and Spring Lane and Westover Road and Bland Street.

  • New pedestrian crossing island at Exposition Boulevard and Cherry Lane.

  • Updated curb ramps at Windsor Road and Hillview Road.

  • Closed the slip lane at Exposition Boulevard and Bridle Path, in partnership with the Sidewalk, Pedestrian Crossings, and Bikeways Programs.

Doss Elementary School – Completed March 2021

  • New shared use path on the east side of Northledge Drive from North Hills Drive to Far West Boulevard, in partnership with AISD.

Murchison Middle School – Completed October 2021

  • New shared use path on the west side of Hart Lane from North Hills Drive to school driveway, in partnership with AISD.

  • Upgraded curb ramps at North Hills Drive and Thorncliffe Drive and North Hills Drive and Hart Lane.

Current and upcoming SRTS Projects in D10 include: 

  • Sidewalk construction on Austin Woods Drive for Hill Elementary school is planned for Summer 2022.

  • Crossing improvements are in the design stage for Laurel Mountain Elementary

  • A series of improvements are in development for Doss Elementary School and Murchison Middle School, including a shared use pathway along North Hills Drive from Mesa Drive to Northledge Drive


The Safe Routes to School Program aims to help children choose human power to get to school through crossing guards, education, outreach, and infrastructure projects. From November 2017 through July 2019, Safe Routes met with school leaders, parents, and other interested community neighbors to gather feedback to best determine the SRTS project needs for our district. Safer Sixth Street

I co-sponsored a resolution authored by Council Member Kathie Tovo to make 6th Street a safer environment for residents and visitors. Among other actions the resolution requires staff to:

  • Identify options for legal action against establishments with records of repeated violent incidents on their premises

  • Work with bar owners to implement safety plans and add lighting

  • Identify options for installing more HALO (High Activity Location Observation) cameras in the area


Victim Services Funding

I was very pleased that Council appropriated new grant funding to hire four additional Victim Services counselors, a funding need I’ve long championed. Our Victim Services counselors do incredibly important work, particularly for survivors of sexual assault.

 

Mitigating High Water Bills

Many constituents have written to me about the impacts of high water bills due to the February 2022 boil water event. I worked with Council Member Vanessa Fuentes and my colleagues on the Austin Water Committee to develop a resolution directing the City Manager to provide Council with options for, among other things, excluding high utility bills from that period in the 2022 wastewater averaging process and providing a one-time bill credit and fee adjustment. The Manager will be providing these options for potential Council action at a Council meeting in the near future. 

 

Austin Water Oversight

As we await the results of the independent external audit of Austin Water, you may view the video and read the supporting Q&A documents of our most recent Austin Water Oversight Committee (AWOC) meeting here. In the Q&A, Austin Water provided answers to the remaining outstanding Boil Water Notice Questions and Answers in preparation for the February 23rd AWOC meeting.

Celebrating International Women’s Day

On March 8th, I hosted a celebration of International Women’s Day and Women’s History Month at City Hall, joined by over 70 local women leaders to honor the accomplishments, experiences, and lives of women in our community. Transgender Youth and Family Safety Day

Earlier this month, my colleagues and I offered a proclamation for Transgender Youth and Family Safety Day. As a mother, it was meaningful to hear the stories and meet some of the many families and community members who have been impacted by the recent anti-trans legislation. Cities Connecting Children to Nature Initiative

I’ve championed issues like public health, early childhood services, and access to parks and green spaces since before I took office, but it’s rare to work on all of these issues with one initiative. Check out my blog post on Austin’s Cities Connecting Children to Nature Initiative.

EMS Station Tour with Girl Scouts

Earlier this month, I joined Bryker Woods affiliated Cadet Troup #42101, Junior Troup #42116, Brownie Troop #42331, and Daisy Troop #505 as they delivered nearly 300 girl scout cookies to the Austin EMS Association, got an ambulance tour, and earned a badge. As a former Girl Scout myself, I suggested that the troop offer people the option to buy a box of cookies to thank a first responder. Next year the Central Austin troops hope to enlist more Girls Scouts across Austin to thank all of our first responders with cookies.


Speaking of girl scouts, now that Austin is in Stage 2, my office is resuming our City Hall tours for scout groups! Email District10@austintexas.gov to schedule a visit.

Speaking to Visitors from Charlotte

As Mayor Pro Tem, I recently had the honor of welcoming a delegation from the Charlotte Regional Business Alliance. The delegation traveled to Austin to learn more about our similarly-sized city and community. We had a great conversation about our shared goals.

It’s My Park Day

On March 5th, my team and I had a great time volunteering at Perry Park, Bull Creek Park, Great Hills Park, and Stillhouse Hollow Preserve for It’s My Park Day! I first got into politics because I wanted to do something about my neighborhood park, so this day is extra special to me.


Thank you to Austin Parks Foundation and Austin Parks and Recreation Department for organizing this bi-annual volunteer event. Mark your calendars for the next IMPD–the first weekend of November!

COVID Update: Stage 2!

EMS Paramedic Practitioners Program Expansion

The City of Austin Paramedic Practitioner Program (PPP) is expanding both their medical and mental health services and is now a two-person emergency services team for vulnerable populations and people experiencing homelessness. Started in the Office of the Chief Medical Officer (which I launched in the FY21 budget cycle and expanded in FY22), and in partnership with Austin/Travis County EMS, this successful program will continue hiring staff and expanding on services this year.


The PPP Team currently treats between 100-200 patients a month, mainly on the streets, while traveling in an emergency response vehicle that is equipped with life-saving medical equipment.  By meeting and treating patients where they are, at the site of their emergencies, the team is able to deliver care rapidly and efficiently, while helping save those who do not require hospitalization from having to make unnecessary and costly trips to hospital emergency rooms. New Fire/EMS Station at Davenport and 360

Construction has started for a new joint Fire/EMS station in the Loop 30/Davenport area. This station will improve emergency response times for neighbors and better prepare West Austin for a potential wildfire event. Read more in this press release.

City Hiring and Training Lifeguards–Spread the Word!

Sign Up for Waste Pickup Alerts from Austin Resource Recovery

Austin Resource Recovery encourages residents to download the free Austin Recycles app. The app provides alerts about service delays or interruptions, reminders about pickup days, and information about how to most sustainably dispose of different types of waste. Download the app.

Utility Scam Alert

Utility scammers are active right now. Some scammers spoof City of Austin phone numbers – even 3-1-1 – on CallerID. If you receive a concerning call, hang up and check your utility account status at 512-494-9400 or at coautilities.com.

 

City of Austin Utilities will NEVER:


•Call residential customers with cut-off deadlines

•Ask for credit card or wire transfer information over the phone

•Demand immediate payment in person with cash, gift card, Zelle or other payment apps, Bitcoin or by QR code

New Burn Ban in Effect

Austin is currently in the “very high” risk category for wildfire due to dry air and wind conditions. We are now under a burn ban. Austin Fire Department is asking all of us to postpone grilling and lawn mowing, avoid parking on dry grass, ensure chains on vehicles are not dragging, and properly dispose of cigarette butts.

Safe Firearm Storage Tips

In 2020, I was proud to help create the Office of Violence Prevention (OVP). This year, the OVP is partnering with Lock Arms for Life to spread awareness about safe gun storage. With firearm ownership comes responsibility. Keeping guns locked and out of the hands of children does more than prevent accidental injury – it can stop a suicide attempt before it starts. The District 10 office is seeking new representatives to serve on the Animal Advisory Commission, the Hispanic/Latino Quality of Life Commission and the Mexican American Cultural Center Advisory Board. Office of Police Oversight Seeking Feedback

Input Wanted for Public Art Project

Artist Steve Parker is seeking community input for a public art piece to be placed on 24th Street between Guadalupe and North Lamar Boulevard.The piece will highlight the legacy of Rev. Jacob Fontaine and the Wheatville Freedman community, and it will employ sculpture, sound, and interactivity. Register for the virtual meeting with the artist at 7 pm on Wednesday, March 30th.

Austin Water Workshops for Aquifer Storage and Recovery

Austin Water is gathering community impact for an aquifer storage and recovery (ASR) project to enhance Austin’s emergency preparedness and water resiliency. Attend a virtual meeting on March 24 or March 29 to learn about Austin’s ASR project, ask questions, and provide input.
