Subject: Justice and Healing for Sexual Assault Survivors

Dear Neighbors,


It's been a difficult week in Austin with a freeze and a boil water notice. As I was about to click "send" on this newsletter, Austin Water Director Greg Meszaros announced his resignation. I will still be moving forward with my call for a third party audit of Austin Water because our community deserves answers and assurance that these incidents won’t continue to happen. I will have more information on both the audit and Austin Water’s change in leadership in my next newsletter, but today I want to share another piece of important news.


I believe every sexual assault survivor deserves healing and justice. That’s why I have worked with survivors to reform Austin’s sexual assault response system. Over the years, I have secured additional funding for victim services counselors, pushed for improvements with Austin’s DNA testing system, and fought to establish accountability from APD leadership. Last month, I was proud to move approval of a settlement for survivors of sexual assault who alleged their cases had been mishandled by the Austin Police Department and the District Attorney from 2006-2019. The settlement includes an official apology to the plaintiffs as well as significant policy changes and investments to improve investigations and services for survivors of sexual assault.


Alongside the settlement, I provided additional direction to develop specialized training related to sex crimes and to implement additional policy reforms identified in an ongoing evaluation of the sexual assault response system that I previously sponsored.  Both the settlement and my direction were unanimously approved by the Council.  Read more about my direction and the settlement in these recent articles from Community Impact and KUT.

After the vote last month, I shared a moment outside of City Hall with the survivors. I am grateful to these fifteen brave plaintiffs and their attorneys for speaking up and forcing systemic change. As your representative, I am committed to leading Austin to become a model for other cities seeking to improve their sexual assault response system and ending such violence in the first place.

I would like to conclude by thanking the many City staff and essential workers that helped us navigate last week’s freeze and boil water notice. My Austin Water Audit resolution will post to the Council agenda page by the end of the day on Friday (February 11th) and will be discussed during our special called meeting on the 15th, with a vote expected at our council meeting on the 17th.

Council Recap


We held our first two Council meetings of the year back to back. Below you will find highlights from those meetings:


January 27th Meeting Highlights


  • Supported arts learning in Austin to create new generations of artists, creative workers, arts audiences, and residents with funding from the National Endowment for the Arts. (Item 8)


  • Helped reduce energy costs and increase comfort and safety for low-to-moderate income customers by extending Austin Energy's weatherization programs. (Item 20)


  • Advanced airport expansion with a contract to construct additional gates at the Barbara Jordan Terminal to meet growing demand at the Austin Bergstrom International Airport. (Item 31


  • Funded the design of the Dougherty Arts Center (DAC) at its new location on Butler Shores. This project is moving forward after extensive public engagement and after bond funding for the project was approved by the voters in 2018. (Item 32)


  • Expanded programs to transport seniors to congregate meal lunch locations and other limited destinations via a grant from the Capital Area Metropolitan Planning Organization (CAMPO) for the Senior Transportation Program to help us respond to increasing demand. (Item 46)



February 3rd Meeting Highlights


Strengthened our workforce, healthcare and early childhood systems using federal ARPA dollars to contract with Capital IDEA to train Austinites to be nurses and to fund United Way administration of emergency childcare and family support services in Austin including our Pre-K Partnerships and other programs. (Items 17 & 18)


Council Transitions


February 3rd was the last City Council meeting for my colleague, Council Member Greg Casar. On Monday, new District 4 Council Member Jose “Chito” Vela was sworn into office. Best wishes to Greg Casar, and welcome to my new colleague, Council Member Vela!

Briefings on Winter Storm Uri


As we recover from last week's freeze, I want to share some recent briefings on 2021 Winter Storm Uri and the City’s response. I will share more information on our City’s preparedness for for freezing temperatures in the coming weeks.


  • Discussion of the 2021 Disaster Preparedness Audit from the January 19th meeting of the Audit and Finance Committee. As Chair, I outlined several questions for staff to answer in their presentation, including why the City has not implemented recommendations from previous after action reports over the years, as well as how the City Manager is prioritizing action steps that will have the greatest impact on the safety and well-being of residents.

Congratulations to the new APD and EMS academy graduates!


I recently joined the Austin Police Department and Austin-Travis County Emergency Medical Services to celebrate respectively the 144th APD cadet class graduation and ATCEMS Class 1221 in their swearing in. Please join me in congratulating our newest first responders as they begin their careers in public service.

Black History Month


Each February, we celebrate the achievements and remember the struggles of Black Americans in U.S. history. In Austin, this means remembering some painful parts of our own city’s history. I encourage you to initiate a conversation in your family or community to acknowledge Black History Month. You can find resources here.

The District 10 office is seeking a new representatives to serve on the Hispanic/Latino Quality of Life Commission and the Mexican American Cultural Center Advisory Board. The Austin City Council seeks applications from qualified individuals to serve on the five-member Municipal Civil Service Commission, which serves as the ruling body on appeals of disciplinary actions by covered City of Austin employees. The applications will be reviewed for two full three-year terms that will run from the date of appointment through May 2025. The time commitment for Commission business is typically 20 hours a month. Hearings of the Commission typically last an entire business day and are scheduled twice per month with additional meetings as needed. Commissioners serve on a voluntary basis. Ideal applicants possess the following traits:


  • City of Austin resident and voter.


  • Preferred experience or knowledge of the administration of human resources, labor relations, and labor/employment law.


  • Registered lobbyists and current City of Austin employees may not be appointed to the Board.

Winter Fire Safety Tips


The Austin Fire Department has shared this video with winter fire safety tips to help you prevent fires in your home and to keep us all safe. Here are a couple:


  • Make sure space heaters have plenty of room around them and are placed away from anything that can burn.


  • Never leave a candle unattended or burning overnight.


  • If you have a wood-burning fireplace, make sure to clean it regularly and have the chimney inspected. Additionally, never burn cedar, which can cause blowback embers. Instead, use hardwood like oak.

Thanks to federal funding, a new COVID-19 testing site has opened at Metz Elementary School in East Austin. Visit ineedacovid19test.com for scheduling and a voucher for a free PCR test at this location. Those without internet access can call (800) 635-8611 to schedule an appointment. Walk-ups will be accepted, though scheduling is encouraged.

Zilker Vision Plan Community Meeting


The Zilker Metropolitan Park Vision Plan is a community-driven planning process to establish a guiding framework for the restoration and future development of Zilker Metropolitan Park. The next community meeting is on February 15th. Read more here.

Quality of Life Commissions Town Halls


The City of Austin’s Quality of Life Commissions are holding three virtual town halls to prepare their 2022-2023 budget recommendations. The town halls will serve as listening sessions for the commissions to decide what communities need right now. The virtual meetings are hosted by the Joint Inclusion Committee, are free and open to the public, via Zoom, and scheduled for two hours each. Dates are listed in the image above and on the registration page.

People’s Gallery 2022 Call for Artists


The City of Austin is accepting applications for the People’s Gallery 2022 exhibition, which will run from May 2022 to April 2023 at City Hall. There is no application fee, and selected artists may offer their artworks for sale, commission-free. The application is open until February 22nd at 5 p.m.

Public Art Commissions


Artists or artist teams are invited to apply for several commissioned projects through the City’s Art in Public Places Program. Multilingual artists or those familiar with the heritage of the project locations are encouraged to apply. Register for the artist information session on February 23rd or read more about the program here.

Deadline for Application to Vote by Mail


Applications to vote by mail are due on February 18th. More info can be found at VoteTexas.Gov. As a reminder, I cannot use City resources to share my personal stance on specific ballot items–I can only share general information about voter participation.
