Should you use a partial range of motion where you
don't fully lockout your elbows at the top of the lift?

You've probably seen lifters at the gym doing it both ways. For example, when bench pressing some guys like to lockout their elbows with each rep. Others don't lockout their elbows and instead just keep the weight moving in a non-stop pumping fashion.
