I don't see it that way.
You can definitely sell sponsorships and announcements in newsletters of only 500 or 1000 subscribers (I know because I bought them).
As long as the public has a very specific interest (and the quality of the content is above average) you can propose a space within the newsletter to highlight a product or service.
