He is an economist, holds Ph.D. from the National University of Mongolia, 1990, ME from the University of New England, Australia, 1995. He worked as Economic Advisor to the Prime Minister, 1998-1999, and Founding Director of the Center for Policy Research, the first Mongolian Think Tank NGO since 1999.
