Who Wins From Mining in Mongolia

He will be talking about who wins and who loses from mining in Mongolia. Clearly mining is a very important industry in Mongolia, but how much is it really contributing to addressing some of Mongolia’s often self-evident social problems? How can Mongolia get best returns from its mines? How can Mongolia best manage the returns from its mines, because even the best mines close? And how effective will mine reclamation efforts prove in the long run? These questions are relevant to Mongolia today and into the future.

About the Presenter:  Paul Mills

He is undertaking a Ph.D in history at the University of New England examining social and economic change in Mongolia, and he is a Visiting Research Fellow at the American Centre for Mongolian Studies in Ulaanbaatar Mongolia. His Ph.D. examines mining industry development in Mongolia, and also write journal and magazine articles on mining issues. 


Earlier he worked as the CEO of English World LLC (Mongolia). Previously he worked as a senior leader with the Australian Government, State Governments in Australia, research organisations and international organisations. The last period of his APS career was mining focussed. He worked with the National Resources Sector Employment Taskforce (NRSET) and later with Skills Australia (later renamed the Australian Workforce and Productivity Agency (AWPA)) on mining related research and policy development. He was a principal author of NRSET and AWPA reports on mining issues, and conducted extensive research concerning mining’s contribution to the Australian economy. Earlier, He worked in the Department of Education, Employment and Workplace Relations and the Department of Prime Minister and Cabinet as a Senior Adviser on education issues.
